HEADQUARTERS ORGANISTION AND REGIONAL OFFICES

28. A) For more effectively serving the objects for which it is incorporated, the Centre shall have a Headquarter Organisation and Regional Offices.

       B) At the time of adoption of these Articles there shall be only the Headquarters at New Delhi. The Centre may, from time to time, with the prior approval of the Board establish Regional Offices at such places as may be deemed necessary.

      C) The Centre may, from time to time, frame Rules defining the jurisdiction and functions of Regional Offices.

      D) The Board of the Centre shall be a directive, apex federation body, directing and coordinating the functioning of the Regional Offices as well as its foreign offices, dealing with Government in regard to problems of Trade and Commerce Information and generally concerning itself with problems other than that of purely Regional interest.

RESOLUTION BY CIRCULATION

29. A)    Any business which may be necessary for any Committee to transact may, if the Chairman so directs, be carried out by circulation of paper among all its members and any resolution so circulated and approved by the majority of such members signing shall be as effectual and binding that atleast members as per the quorum of the particular Committee have recorded their views on the resolution.  

B)          When any business is so referred to the members of the Committee by circulation a period not less than seven clear days shall be  allowed  for  the  receipt  of replies from such members, such period being reckoned from the date on which the notice of the business is issued.

C)          if a resolution is circulated, the result of the circulation, shall be communicated to all members of the Committee present in India and shall be recorded in the minutes of the next meeting of the Committee.
